Water Availability

About the Policy

Parcels lying outside the city limits cannot be processed for water service without first determining that the city may indeed serve those properties with city water. For additional information, read the City of Blaine Water Service Outside City Limits Interim Policy (PDF).

Determination Process

Applicants initiate this determination process by submitting to the City Public Works Department the following completed forms (1 each per parcel):

• Whatcom County Health Department: Water Availability Notification for Public Water Application
• Whatcom County Health Department: Water Denial Form Public Water System Form for Land Use Applications
• City of Blaine: Availability Notification for Public Water Supplemental Questionnaire (PDF)

If staff determines that the city may serve water to the property, then staff will process the water availability notification for public water forms. Once you are ready for actual water service, you would then submit a complete utility request form for each lot to the Public Works Department.

If, however, staff determines that the city may not serve the property, then staff will process the water denial from public water system form.

In either determination above, staff will provide to you the city-processed forms.
